Results reflected in the data of National Achievement Test tell the continuing decline of literacy in the educational system of low performing schools. There are factors to be considered in the failure of Academic Institutions. There must be actions undertaken that should be instituted by the school personnel, parents and the government.

            The school personnel specifically the teachers should have their graduate study, attend seminars, trainings and workshops to better improve their methods and strategies to cater to the needs of the learners. They are responsible for the learning development of the pupils, thus ensuring the competitiveness and effectiveness delivering the content of the lessons that will lead eventually to the development of the teaching-learning process. There should be constant visits composed of supervisors and principals in very classroom to conduct technical assistance that will make positive contributions in standardizing the quality of teaching.

            The parents should guide their children in answering their assignments to check their progress in school in various learning areas. They should also review the lessons of their children to perhaps give them appropriate interventions and enrichment activities like drills to nurture the minds, enhance their skills and retain the learning concepts that they should perform in schools. Parents are said to be one of the most important factors in the development of the child. They are also responsible to instill good moral values that will improve the study habits of the child.

            The government should improve the quality of books with the ratio of one book for every learner, facilities and other instructional materials in every school for conducive learning experience of the learner.

            If these actions will be instituted in every school, there’s an assurance of bringing the educational system into new heights producing quality and productive learners who will uplift our integrity as Filipinos.
